We have developed the Information Management Maturity Assessment (IM Maturity Assessment), as part of our leadership role for information management (IM) across the government sector. It was developed for two primary purposes:

  • To help New Zealand public offices and local authorities to self-assess the maturity of their current IM practices

  • To support the Public Records Act 2005 (PRA) audit programme

About the IM Maturity Assessment

The IM Maturity Assessment should be used by information management professionals, although collaboration with other staff (e.g. ICT staff and Executive Sponsor) may be necessary.

The IM Maturity Assessment is based on the requirements of the PRA and the requirements outlined in the mandatory Information and records management standard (IRM standard).

We would like to acknowledge and thank members of both the internal and external reference groups who reviewed the draft maturity assessment and provided valuable feedback. Thank you also to Kerri Siatiras from Siatiras Consulting Ltd for her valuable assistance in developing the IM Maturity Assessment. The structure was originally based on the IM3 tool (Information Management Maturity Measurement) from the Public Record Office of Victoria (PROV). We appreciated their willingness to discuss their model and allow us to use it as the basis for our development.

Assessing your level

We recognise that New Zealand’s public sector organisations vary widely in size, and with the type of public and local authority records they hold. Our expectations for IM maturity will also vary depending on the size of the organisation and the volume of high-value and high-risk information the organisation manages.

We expect organisations that assess their maturity at:

  • Beginning or Progressing require greater focus and priority on the management of information.

  • Managing are broadly meeting the minimum requirements expected for all organisations covered by the mandatory Standard.

  • Maturing or Optimising are working towards increased organisation-wide consistency, alignment and effectiveness.

  • Optimising understand the strategic importance of information to their organisation as well as for the accountability and transparency of government.

Benefits of using the IM Maturity Assessment

By undertaking a maturity assessment, public offices and local authorities can identify areas for improvement, track organisational trends over time (if used regularly), and collect valuable data for incorporating into IM strategies, plans and business cases for investment.

Use of the IM Maturity Assessment is optional for self-assessment. Public offices are required to complete an IM Maturity Assessment prior to their scheduled PRA audit.

We anticipate that the IM Maturity Assessment will have future additional uses as we progress our regulatory role.
