What is the Open Government Partnership?

The Open Government Partnership (OGP) is an international initiative that involves governments working with civil society to be more open, accountable and responsive to citizens. The State Services Commission is leading this work in New Zealand.

What is the National Action Plan?

As an OGP member, New Zealand delivers an action plan every two years that is jointly developed with the public. The plan focuses on specific, measurable commitments that will improve transparency, accountability and public participation in government. New Zealand’s Third National Action Plan was published in December 2018.

How is Archives New Zealand involved?

Archives New Zealand is leading Commitment 10, which supports trust in government by developing a new approach to monitoring and publicising how well government is managing information. 

What is Commitment 10 about?

When New Zealanders can see that government is meeting the requirements of the Public Records Act 2005 and our expectations for good information management, this builds trust that they will be able to hold government to account for its decisions and actions, if and when they need to. At present, information about performance and progress is not always easily accessible or understandable for the public. 

Under Commitment 10, we are developing and implementing a monitoring framework that supports public reporting on how well government is managing information. The framework will extend across all the central and local government entities within our remit, including Ministers of the Crown.

What can I expect to see?

As the framework is developed and rolled-out, New Zealanders can expect to see improvements in the availability of insights and data on the effectiveness of information management, in both individual organisations and government as-a-whole. These insights will cover current performance, progress over time and areas for improvement.

Anyone who is interested in getting access to government-held information will benefit from the framework. They will be able to find out which organisations have practices in place that support easily locatable, usable information. They will also see us using our monitoring data to identify organisations to work more closely with to lift performance.
